Ia menyangkut hak hidup masyarakat, kelestarian lingkungan, dan kepastian hukum yang harus dijunjung tinggi,\u201d tegasnya dalam keterangan tertulis, Sabtu (6\/7\/2025).<br \/>\nIa menyoroti bahwa proyek-proyek panas bumi kerap bersinggungan dengan kawasan hutan, tanah ulayat, dan wilayah ekologi sensitif, sehingga memerlukan perizinan yang transparan dan akuntabel.<\/p>\n<p>\u201cProyek energi tidak boleh jadi pembenar untuk melanggar prinsip hukum lingkungan. Hak masyarakat lokal dan kelestarian alam harus tetap jadi prioritas,\u201d ujarnya.<\/p>\n<p>Regulasi Tumpang Tindih Hambat Investasi<\/p>\n<p>Dr. Subagio mengapresiasi dukungan penuh Presiden sebagai bentuk komitmen terhadap transisi energi. Namun ia mengkritik regulasi yang ada sebagai &#8220;multilapis dan tumpang tindih&#8221;, yang kerap menimbulkan kebingungan hukum bagi investor maupun masyarakat.<\/p>\n<p>Ia mendorong pemerintah untuk segera merevisi Peraturan Pemerintah No. 7 Tahun 2017 tentang Panas Bumi, agar sejalan dengan UU Cipta Kerja, peraturan lingkungan hidup, dan prinsip pembangunan berkelanjutan.<\/p>\n<p>\u201cTanpa reformasi hukum geothermal yang menyeluruh, investor akan ragu masuk, masyarakat akan menolak, dan negara gagal memaksimalkan potensi besar ini,\u201d tandasnya.<\/p>\n<p>Lebih dari Energi: Geothermal Harus Jadi Pilar Ekonomi Lokal<br \/>\nTak hanya soal energi, Dr. Subagio juga menekankan pentingnya pemanfaatan pasca-eksploitasi seperti agrowisata geothermal, edukasi energi terbarukan, dan eksplorasi mineral ikutan yang bernilai ekonomi tinggi.<\/p>\n<p>\u201cKita harus ubah paradigma: geothermal bukan sekadar sumber energi, tapi juga alat pemerataan ekonomi dan pembangunan wilayah,\u201d katanya.<\/p>\n<p>Ia juga menyoroti pentingnya pengawasan ketat atas teknologi baru seperti binary cycle dan retrofitting, serta pengaturan hukum terkait transfer teknologi dan standar keselamatan operasional.<br \/>\n\u201cInovasi tanpa regulasi adalah bom waktu. Harus ada aturan tegas untuk menjamin keselamatan dan keberlanjutan,\u201d tegasnya lagi.<\/p>\n<p>Rincian Proyek Geothermal BREN:<br \/>\nSalak Binary (166 MW) \u2013 USD 45,5 juta, COD Februari 2025<\/p>\n<p>Wayang Windu Unit 3 (30 MW) \u2013 USD 106,3 juta, COD Desember 2026<\/p>\n<p>Salak Unit 7 (40 MW) \u2013 USD 133 juta, COD Desember 2026<\/p>\n<p>Retrofitting Salak 4-6 (7,2 MW) \u2013 USD 23 juta, COD Agustus 2025<\/p>\n<p>Retrofitting Wayang Windu 1-2 (18,4 MW) \u2013 USD 57 juta, COD Januari 2026<\/p>\n<p>Sebagai penutup, Dr. I Made Subagio mengingatkan bahwa proyek geothermal adalah \u201cberkah energi yang rentan menjadi konflik\u201d jika tidak dikelola dengan kepastian hukum, keberpihakan pada rakyat, dan kesadaran lingkungan.<\/p>\n<p>\u201cGeothermal adalah masa depan energi Indonesia, tapi tanpa hukum yang adil, ia bisa jadi sumber sengketa yang tak berkesudahan,\u201d pungkasnya.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>JAKARTA, Realita.OnLine &#8211;
